Should I noindex filters?
Usually yes for combinations that do not match a real search. Index a filter only if people search that combination and the page is unique.

Only if it supports buying. “History of socks” is not a strategy. Size guides and comparison pages are.
How long until we see results?
Technical fixes can show in weeks. Content and links take months. Anyone promising page-one in 14 days is selling magic.
